It’s hard to tell with the home icon, but the intent is that there is no background and then when clicked/”played” as a button it gets filled in white immediately and stays white. It’s hard to tell with a white background and as an embedded image that plays right away. Opening it in a new tab/window you can see it for a split second.
This would be for refreshing a site element, it rotates when clicked, then rotates back.
