Public Safety and Emergency

The increasing frequency and severity of natural and manmade disasters underline the importance of public safety and emergency services. A recent US DOT 1 report clearly states the need to have efficient plans to address the transportation safety concerns of older people given their increasing proportion of the population. Scholars also discuss that disaster management should center on the aging population due to their vulnerability [19].  In this respect, S&CC has a lot to offer including the use of ICT to notify the aging population during emergencies, to digitally keep track of health and special need supplies at shelters, and to provide mobility options to the elderly. However, the digital divide is argued to have the effects of isolation on the aging population, and “…a lot of older people feel, in the digital age, that they are not relevant or included.” 2 A World Bank report 3 discussed the benefits of ICT technologies for disadvantaged populations and particularly emphasizes the positive impacts on the disaster preparedness, alerts and response, recovery and mitigation. Researchers point out that “…many disaster assistance programs are computer-based, and the elderly may not register for benefits because they may not be aware of resources or do not have the skills to apply for assistance.” 4. In other words, the aforementioned challenges do not allow disadvantaged populations to benefit from S&CC solution although these communities need and benefit from those services the most. The RCN recognizes the significant impact that S&CC can have on emergency operations particularly for the aging population and selects this topic as one of its initial themes.
