I would like to point out that the public, as a stakeholder in the communication process, is missing. Sometimes, it is the local people, on the ground, who have a better idea of what is going on. And it is difficult to get the upper government agencies to listen. I have direct experience with this as Quality Parks President and am training local citizens to be better prepared, in our Master Naturalist program. I am sure that there are other NGO’s and individuals facing this same difficulty. Can our voices be heard too?
